Lisa Markman


Lisa Markman focuses her practice on construction litigation and government contracts.  Lisa has experience in complex litigation, representing general contractors and subcontractors across a range of public and private projects both domestically and abroad.  In her construction practice, Lisa has represented and counseled contractors in cases involving federal and state Miller Act claims, requests for equitable adjustment, mechanic’s liens, delay claims, and surety disputes. 

As part of her government contracts practice, Lisa has litigated contract claims and bid protests before the U.S. Court of Federal Claims, the U.S. Court of Appeals for the Federal Circuit, the Government Accountability Office (GAO), and the Boards of Contract Appeals, including procurements worth several billion dollars.  Lisa has also advised clients regarding compliance with federal procurement regulations, including compliance with the FAR, DFARS, SBA regulations, cost and pricing matters, Buy American requirements, and compliance with Executive Orders and other labor and employment standards.

Lisa was named a Washington, D.C. Super Lawyers “Rising Star” in 2017 and 2018. 

Representative Experience

  • Representing a contractor in a dispute with an EPC contractor on a 674MW natural gas-fired combined-cycle plant in Massachusetts.  The case is pending before the International Centre for Dispute Resolution (“ICDR”).
  • Successfully represented a general contractor in a dispute with the Smithsonian related to the renovation of the National Museum of American History.
  • Successfully represented intervenor-awardee construction contractor in a U.S. Government Accountability Office (GAO) protest involving a U.S. Army Corps of Engineers contract for design-build services at the U.S. Air Force Academy in Colorado.
  • Successfully represented a protester in a GAO bid protest challenging a $170 million NASA contract award for aircraft logistics, integration, configuration management, and engineering services at the Lyndon B. Johnson Space Center and Ellington Field in Houston, Texas; the NASA Forward Operating Location in El Paso, Texas; the Langley Research Center in Hampton, Virginia; and other locations.
